Baillie was born in Edinburgh and studied at Edinburgh College of Art; his education was interrupted by war service in the Far East. Eventually graduating from Moray House College he was appointed resident tutor at the National Gallery of Art Summer School in Ottawa. In 1960, he joined the staff of Edinburgh College of Art where he served for nearly three decades, retiring as Senior Lecturer and Deputy Head of the Drawing and Painting School. His work is held in the collections of the Royal Scottish Academy, the Scottish Arts Council and the Scottish National Gallery of Modern Art. A retrospective was held at Kirkaldy Art Gallery in 1977. He was President of the Royal Scottish Watercolour Society and the Royal Scottish Academy.
